DESIGN PROCESS

Generalized Project Process for Design Version 1

  • Planning Contract NTP

  • 60% Preliminary Engineering Report, Design Alternatives Report, or Basis of Design

  • Begin environmental planning & permitting

    Stormwater & Dewatering Notes
Exact time to start varies and will continue throughout the project. Includes scoping for NPDES stormwater and dewatering permits, though applications and plans may be initiated later in design.
  • 90% PER, DAR, or BOD

  • 100% PER, DAR, or BOD

  • Design Contract or Amendment & NTP

  • 60% Plans, Specs, and Cost Estimates

    Stormwater & Dewatering Notes
Reviews from Construction & Operations/End Users. Construction can give input on line items, force accounts, or allowances for environmental requirements
  • 90% Plans, Specs, and Cost Estimates

    Stormwater & Dewatering Notes
Including a contractor requirement like the free, on-line ESCP Coordinator Certification can increase contractors’ knowledge of stormwater BMPs and the likelihood of compliance with the regulations.
  • 100% Plans, Specs, and Cost Estimates

  • Bid Set

    Stormwater & Dewatering Notes
Including NPDES permits, SWPPPs, ESCPs, Dewatering Plans, etc. in the bid set can help a contractor estimate an appropriate bid for compliance requirements
  • Advertisement of Bid, Pre-Bid Meeting

    Stormwater & Dewatering Notes
Discussing environmental requirements at the Pre-Bid meeting helps establish an expectation of compliance.
  • Bid Opening, Bidding and Award Phase

    Stormwater & Dewatering Notes
If environmental documents (like NPDES permits) weren’t received or ready prior to bid announcement, they can be added as addendums.
  • Project transitions from design to construction

    Stormwater & Dewatering Notes
Ensure that construction staff receive NPDES permits, SWPPPs, ESCPs, or plans; when a project has a lot of requirements, it helps to discuss internally first.
  • Pre-construction meeting

    Stormwater & Dewatering Notes
This discussion includes construction and design staff and the contractor. It’s a great opportunity to discuss environmental requirements and distribute tasks (who will do what and when).
  • Construction Phase

    Stormwater & Dewatering Notes
Design input on SWPPP or ESCP modifications can be very helpful to construction staff and the contractor. Hearing issues that comes up also helps the design PM with future design projects.
  • Finalize submittals for closeout & turnover
